– The vehicle and trailer are roadworthy. – All tires are properly inflated. – The wheel bearings, suspension and brakes of the trailer are working properly. – All lights are working and safety chains are properly connected. – Oil, water, brake fluid, battery and other maintenance checks on the vehicle. – Check at regular intervals while driving: according to VSB1 (the national standard for trailers), a trailer (in this case also the boat) must not exceed 4.3 m in height and its rear overhang must not exceed 60% of the wheelbase (coupling to the wheelset) or 3.7 meters, whichever is lower. For Western Australia, you need a Class 1 Oversized Restricted Vehicle (RAV) Boat Transport Permit. The cost of the permit is $50 for three years. Oversized trailers with a maximum width of 2.70 m may not be towed on motorways; further than that and you have other limitations. The boat trailer shall be equipped with side-marker lamps more than 2 m apart. Couplings shall not protrude dangerously when no trailer is connected. If your trailer, boat and everything in it weighs exactly 3500kg, you should have at least 250kg on the tow bale as you cannot exceed the GTM number in this hypothetical scenario of 3250kg. Coupling hooks and couplings of the appropriate type and capacity Lighting sockets Brake connections if the trailer is equipped with electric or electric brakes.

In addition: For a GTM between 2000 kg and 4500 kg, the trailer must have brakes on all axles that can be controlled by the driver in the cab. This means electric/hydraulic brakes for most boat trailers operating in this weight range. The laden mass of the trailer shall not exceed the lower of the following values: The minimum braking system of a trailer depends on the type of trailer, its weight and the weight of the vehicle: The net mass (MT) is the mass of the unladen trailer when it leaves the factory and is ready for registration and use. TM does not include the boat or the integrated options (except for factory-assembled options). Car carrier – The distance measured perpendicularly between the rear overhang line of a trailer carrying vehicles on more than one deck and the rear of the rearmost vehicle of the trailer shall not exceed 4.9 metres. Rated capacity of the towbar and towbar. Maximum towing capacity of the vehicle. Maximum load capacity of the trailer. Maximum rated load capacity of the tyres. If the vehicle manufacturer has not specified the maximum towable capacity, the maximum towable load is: In this Part, the term “load” includes the equipment and mast of a trailer coupled or jinker. Let`s say your trailer has a tare weight of 700kg or TM, 3250kg GTM and 3500kg ATM.

Subtract Tara from the ATM, and you have your maximum payload – 2800kg in this case. The trailer compliance plate (for all trailers manufactured since August 1989) indicates the maximum nominal values for GTM and ATM and, in some cases, for TBMs. Hitch mass (TBM) is the amount of trailer mass exerted on the tow ball of your towing vehicle. Refrigerated van – The distance between the point of articulation and the rear of a semi-trailer can be up to 13.6 metres if the trailer is designed and constructed for positive temperature control through the use of refrigeration units, has a maximum distance of 9.9 metres between the point of articulation and the rear overhang and is not used in B-double or road suits and otherwise corresponds to the dimensions. In addition, the distance between the front point of articulation and the rear overhang line shall not exceed 9.9 metres; and the vehicle must not be used in a B-double or cargo suit. Animal carrier – A trailer for the transportation of cattle, horses, pigs or sheep on two or more partially or completely overlapping decks must not exceed 12.5 metres in length available for the transportation of cattle, horses, pigs or sheep. In a double B room constructed for the transport of cattle, horses, pigs or sheep, the two semi-trailers shall not have more than 18,8 metres of their total length available for the transport of bovine, horse, pig or ovine animals. Note: The length available for the transport of bovine, equival, porcine or ovine animals on a trailer must be measured from the inside of the front wall or door of the trailer to the inside of the rear wall or door of the trailer, excluding the intermediate bulkheads.

The maximum legal TBM of a vehicle is usually 10% of its towing capacity: with a towing capacity of 3500 kg, for example, you can put up to 350 kg on the trailer hitch. Trailer – In the case of semi-trailers or dog trailers, the distance between the front and rear point of articulation via the suspended line shall not exceed 9.5 metres and the distance between the point of articulation and the rear of the trailer shall not exceed 12.3 metres. The maximum forward projection of a semi-trailer or a surface attached to a semi-trailer shall not exceed an arc of 1.9 metres from the traction pin (king`s hairpin). The point of articulation at the rear of a semi-trailer can reach 13.2 metres if the trailer has a maximum distance of 9.5 m between the front point of articulation and the rear overhang line, does not travel in a B-double or combination of trucks and otherwise corresponds to the dimensions. At its unladen weight of 2500 kg, the manufacturer claims that it can legally pull 2500 kg more, but the towing weight decreases directly in proportion to the increase in the weight of the towing vehicle (tools, spare parts, etc.). So, if you load the towing vehicle to its total weight of 3500 kg (or a payload of 1000 kg), there would only be a towing capacity (trailer and contents) of 1500 kg left to meet the GCM of 5000 kg. If the total weight area of the towing vehicle drops to 3000 kg (or a payload of 500 kg), the towing load (trailer and contents) increases to 2000 kg and so on. You`ve bought the boat, gotten the driver`s license, and know all the rules on how to move it safely on the water. At least that`s what they thought.

Ping! In some areas, authorities crack down on oversized trailer platforms, while in other departments, such as insurance, you can pay an even higher price for illegal towing. There are many vehicle displays that contain information on a towing capacity of 3,500 kg (3.5 tons) for new vehicles. However, the number that drivers should really focus on is gross combined mass (GCM). The GCM determines the actual legal maximum weight. Your vehicle and trailer together. Some drivers are surprised not to be able to pull a load of 3,500 kg as advertised. They would actually have to reduce this amount of towing from the weight of their own vehicle to stay within GCM`s legal limit. If you are unsure about your vehicle`s actual towing capacity, consult your owner`s manual for more detailed information.

For example, the GCM on a Hyundai Iload is between 750 kg and 2000 kg GTM, trailer brakes are necessary, but they can be priority brakes and should only be activated on one axle. They affect fuel consumption, acceleration, braking, overall control and handling. These effects are magnified as the size and weight of the trailer increases relative to those of the towing vehicle. The extra length and width can be difficult to manage, the wind, roughness of the road and passing vehicles have a greater impact than on the vehicle alone. This gives the driver additional responsibility. But towing a large or oversized boat across borders and highways requires a thorough understanding of the rules and regulations. As more and more trailers are imported nowadays, it is imperative that we are all up to date. A load shall not exceed the width of the trailer by more than 150 mm or exceed its total width by more than 2,5 m, whichever is lower.

Loads projecting more than 1.2 m behind a trailer shall have a red flag at the end of the load.

A quick glance at a snapshot of the prosecution`s categories of crimes shows how crimes are socially constructed – more and more acts become criminal as the law evolves. The following table shows how a whole series of behaviours under the 1998 Criminal Law were suddenly “constructed” as criminal, such as violating an ASBO (ASBOs did not exist before 1998!). English criminal law derives its main principles from the common law. The main elements of a crime are actus reus (doing something that is criminally prohibited) and mens rea (with the required criminal mindset, usually intent or recklessness). A prosecutor must prove that a person caused the criminal behaviour or that the offender was already obliged to take steps to avoid criminal consequences. The various types of crimes range from known crimes such as manslaughter, murder, robbery and robbery to a variety of regulatory and legal offences. Today, it is estimated that there are 3,500 categories of offences in the United Kingdom. Reid (1976: 5) took a conciliatory stance between legal and social definitions of crime, arguing that the legal definition can be used to compile crime statistics and to label “criminal,” but that studies conducted to investigate the causality of crime should also include these individuals in their sample of “criminals.” who admit their crimes and have not been convicted by the courts. So what counts as criminal behavior depends on what a society`s laws consider illegal. What is legal in one country may not be legal in another. (A closely related concept of crime is deviance, behaviour that breaks the rules and does not conform to the norms and expectations of a particular society or social group.

Criminal behavior is usually deviant behavior, but there are many deviant behaviors that are not criminal. Over the past two centuries, many new laws have been introduced by more than 4500 Acts of Parliament that have responded to various social changes, including the Psychoactive Substances Act of 2016, which made it illegal to provide a number of so-called “legal highs”. As a result, legal and non-legal definitions of crime do not always fit, as a society`s legal and social codes can often differ. For example, accepting a bribe (or bribery) is illegal, but in reality it is a normal activity that a large number of people engage in, including the leaders of a country (as in the case of hawala in India, in which a large number of politicians, bureaucrats and civil servants (about 115) are said to have between 1988 and 1991 million rupees 65 crore of Jain brothers under the guise of donations to political parties). While you don`t need an in-depth understanding of the legal system, it`s helpful to know something about it because it helps you understand where the law comes from and how the law changes and, therefore, how crime evolves over time. – 11. Individuals: 1. justified, excusable or criminal homicide. 3. Chaos. 3. Rape.

4. Poisoning with intent to kill. 5. Prompt administration of medication to a woman with a child to cause miscarriage. 6. Concealment of the death of the bastard child. 7. Bodily harm and common assault or with intent to commit another crime. 8.

Removal. 9. False detention. 10. Removal. A crime is behaviour that is punishable as a public offence. The elements of a crime generally derive from statutes, but may also be provided by the common law in states where the common criminal law still exists. Hire the best business lawyers and save up to 60% on legal fees The term crime can be considered a crime with the same meaning, but is generally understood as a crime that is not punishable but punishable, by summary conviction or by forfeiture of a sentence. According to conservatives such as Nisbet (1970), crime is an activity that threatens social order, violates morality, and endangers people or property. Attacks on tradition, as well as on people`s respect for authority, pose a significant threat to ordinary society. Pornographic books and sexy movies undermine people`s morality and are therefore just as dangerous to society as hostile agents. NB – The fact that there are so many parliamentary laws shows how socially constructed crime is.

Since 2010, there have been more than 200 new Acts of Parliament. Newburn (2007) suggests that crime is essentially a label associated with certain behaviors that are prohibited by the state (government) and subject to legal sanction. Therefore, although crime seems easy to define since the law determines what constitutes an indictable offence, there is no indictable offence per se. An act becomes a crime only when state agents who act as criminals in a certain context label them criminals. For example, killing someone with a knife during a fight outside a pub in the UK is a criminal offence, but killing an armed combatant during the war with a knife is not. A crime is conduct, by act or omission, that is defined by statute or common law as punishable or punishable. Although most offences require the element of intent, some minor offences may be committed on the basis of strict liability, even if the accused did not have a particular attitude towards the offence. For example, parking offenses are criminal offenses for which the prosecutor`s office usually does not have to establish intent.

A single act can also make a number of behaviours illegal – as with the 2010 Equality Act, which prohibited employers from discriminating against transgender people and pregnant women. This article argues that the traditional construction of “crime” is narrow and unnecessarily limits criminological work. Most criminologists have traditionally relied on a “legal” conception of crime, which defines them as conduct that violates criminal law and can be sanctioned by criminal justice agencies under the political authority of the state. However, leading criminologists have repeatedly attempted to go beyond the narrow confines of criminal law to develop broader social definitions of crime. Instead of the crime being an act that violates a basic and universal human feeling and is socially harmful, it is an act that is considered socially harmful by a group of people who have the power to uphold their beliefs. By clarifying these underlying paradigms and presenting the value issues and domain assumptions they contain, we are able to develop sociological definitions of crime better suited to the criminological task. Positivists, conservatives, and those who explain crime in terms of “burdens” accept the social definition of crime (see Jock Young, Crime and Society, 1981: 269). Positivists such as Ferri (1901), Eysenck (1969) and Miller (1958) believe that there is a consensus of values in society that can be scientifically established. Criminologists with a sociological perspective have not claimed that there is no place for a legal definition of crime in criminology.

They drew attention only to situations where people who behave “criminally” are not arrested or acquitted by the courts due to insufficient evidence or legal loopholes or pressure. When we look at how the law differs from country to country, it shows us how “crime is socially constructed.” A criminal offence is an offence against a public law. This word encompasses all crimes in its most general sense, but is limited to crimes in its narrowest sense. The progressive development of the law, and therefore of crime, can be illustrated by a few examples presented in this blog post: the social construction of crime.

Side above the mouth of a bold 12-metre-wide stream, which we call Peat Creek, the number of bogs and the amount of lawn in its waters. McIlroy suggested that normally, missing to the right of the green at par 5 is a bad choice, as the gallery tramples the grass, creating a wide expanse of swampy grass between there and the third tee. CATHLEEN: Give me the ladder, and I`ll put it on the lawn, just like it won`t know anything about them at all, and maybe, when the tide turns, she`ll come down to see if it floats from the east. Since I didn`t want to move to another gang`s territory, I let Andy show me some of his favorite areas. The transatlantic market is very competitive and the big airlines defending what they call their territory have added flights to some alternative airports in London. From its original meaning, which refers to the top layer of soil where plants are rooted, the lawn has expanded to include a number of senses. While you can carefully maintain your beautiful lawn, your dog might think of it as his lawn and bark to defend it from intruders. This lawn feeling means “sphere of influence” or territory. Both meanings of the word come from a Germanic root that comes from a Sanskrit word, darbha, “blade of grass”.

These are words that are often used in combination with lawn. These sample phrases are automatically selected from various online information sources to reflect the current use of the word “lawn”. The views expressed in the examples do not represent the views of Merriam-Webster or its editors. Send us your feedback. CATHLEEN: A cake baked on the fire for a short time. (Throwing away the lawn) and Bartley will want it when the tide turns when he goes to Connemara. Replays showed the ball splashing Parham as he hit the grass while being tightly defended by Raiders cornerback Isaiah Johnson. (Nora picks up the lawn and puts it around the oven.) MAURYA (looking up at Cathleen and talking awkwardly.): Isn`t that enough lawn you have for this day and evening? This territory belongs to us, we must assert ourselves, or we turn back and have lost it. So we wrote something called “This Turf Is Ours”: This lawn is ours, we drew a big white line with a restraint sign and they crossed it. It undermines the richest meadows and loosens the lawn so that it curls up like a lawn. How about a little worry about the Feds doing their damn job of securing the borders, rather than obscuring the legal wrangling on the ground where you get in? It must then be lined to the required size of bricks and cut with a sharp spade or lawniron. Hof in Öræfi has been an ecclesiastical site for almost 700 years and is first mentioned in a cartulary of 1343.

The Hofskirkja church was dedicated to St. Clement. The nucleus of the present church in Hof was built in 1884 and was the last peat church in the old Icelandic architectural style. Its walls are made of rock and its roof is made of stone slabs covered with peat. The altarpiece (an altarpiece or umbrella or decoration behind the altar in a church) in the Hofskirkja church was painted by the artist Ólafur Túbals. Hofskirkja Church is one of six surviving churches in Iceland that have been preserved as historical monuments. It is said that Páll Pálsson, a carpenter, built the church, but Þorsteinn Gissurarson, a blacksmith from Hof, forged the building accessories, lock and hinges. The church is maintained by the National Museum, but also serves as a parish church. After being hit to the ground by Washington running back Antonio Gibson, Peppers whipped around his right leg and touched Allen`s left leg, which turned awkwardly as he fell onto the field.

To cut it quickly, get an iron; But if it`s not practical to have, a spade can be very good. When you walk on the perfect green grass of a golf course, you may notice the beautiful lawn. The lawn is the top layer of soil, especially if it is planted with grass. TAKAHASHI: Their territory is less focused on sand and surfing than on the dizzying mix of a new urban America. Sometimes, the researchers say, one homeless man attacks another in turf wars or other disputes.

Adam Equipment WBZ 15aM legal for calculating the trade price Wash Down Scale has a capacity of 15 pounds with a capacity of 0.005 pounds. Rechargeable and compact with stainless steel platform and bright screen. Perfect for food preparation, grocery stores and markets. In applications where customers purchase items based on product weight, a Legal for Trade certified scale is required. This scale must meet certain requirements of the national institute. It must be approved by the NTEP. It must also be sealed in such a way that its calibration cannot be altered. The balance shall be calibrated using certified test weights. Legal applications for trade can be a deli meat, a dump or even a shipment where fees are calculated based on the weight of an item.

Legal for Trade scales are designed to be fair to both buyer and seller. The National Conference on Weights and Measures (NCWM) is a nonprofit trade association of state and local weights and measures, federal agencies, manufacturers, retailers, and consumers. The NCWM has been developing national size and weight standards for over a hundred years. The organization brings together the right interests to follow the innovative advances of the market. Its main task is to ensure fairness and uniform standards and to promote trade and fair competition through a level playing field. They also want to make sure consumers are “getting value for money” and make sure the customer has confidence when buying an item based on the weight of the NTEP-certified scale that is displayed. When buying a legal trade balance, it is important to consider three things. If you have a legal trade balance, it is important that the accuracy of the balance is regularly checked. Depending on the inaccuracy of a scale, it may be marked and taken out of service during the county inspection. In this case, the scale must be repaired or recalibrated within a certain period of time. Once the scale is intolerant again, a report is sent to the county and the scale can be used again. Due to such situations, it is important to have a reliable scale company that will restart your scale to prevent the scale from falling for a long period of time.

Here are some examples of applications where NTEP-approved balances can be used: When these scales are developed, they go through a testing process and must meet certain minimum requirements before they can be used in a legal application for trade. All work performed on the scale must be performed by a certified scale technician who will close the scale or archive documents when a scale is first commissioned. Non-certified weights, such as gymnastic weights, can never be used to calibrate the NTEP scale. In most cases, the digital display of the scale and bottom of the weighing pan must be NTEP certified. Certified scales are required when a product is weighed and sold directly to the customer, based on the weight indicated. In the United States, you must seek NTEP approval with a valid certificate of conformity. Officials of the Department of Weights and Measures may perform checks on scales to ensure they are legal for trade with appropriate inspections. Scales must be NTEP approved in all types of industries such as hospitality, jewelry retail, and pharmaceutical preparation. Farm stalls, supermarkets or delicatessens that sell meat or fruits and vegetables per pound must ensure that their scale is NTEP certified and is put into service by an authorized person in the operating state prior to use. Once a legal commercial scale has been acquired, it must be reported to the county concerned. The county will then seal it and the scale can be used legally. Posted on March 30, 2019 by Quality Scales & filed under Scales.

It indicates that the digital scales described in the certificate may meet the applicable requirements of Manual 44. One way to find out is to simply ask the company you`re looking at. What is the answer to your question about the legality of your lasers? If the answer is less than the fact that lasers are 100% legal and have even been reviewed by the FDA, then you`ll probably want to look elsewhere. To make sure you don`t sell laser pointers to minors, there are rules for proof of age and identity. Again, there are many things to consider, as if green lasers are more important than a typical red laser pointer. Let`s take a look at what you need to do if you want to get a new laser beam pointer. There are several levels of lasers divided into 4 different classes depending on their power and the number of hazards they could cause. What does FDA compliant mean? Well, it must be of a certain quality and build to be considered FDA compliant. The reason for this is that laser pointers can be “temporarily dangerous” to others, so they must meet certain criteria before being approved. In summary, you must be 18 years old to own a laser pointer. Most often, miners use laser pointers with friends, classmates and pets.

– Smaller laser pointer selection than jet lasers Apparently, yes, you do! The law specifically states that it is illegal for anyone under the age of 18 to own a laser pointer in a public or private space. There are laws that govern the ownership and use of these devices, but they can sometimes be ambiguous and differ from country to country. So here`s a guide on what you need to know before owning any type of laser device and what is the most powerful laser you can legally own. So if you want a laser with bright, clear light, go for a green. Indeed, laser pointers can temporarily alter the vision of pilots, which can be dangerous for the safety of the aircraft and its passengers. So what other things can make your laser pointer illegal? Well, the way you negotiate with your laser pointer is a sure way to commit a crime. To answer the question: The most powerful type of laser is the laser for fast-ignition experiments (also called LFEX). Since most laser pointer suppliers are based overseas and in Asia, they care little about the legality of the products they sell. Once a payment has been made and the product has been shipped, it is out of their control, even if you receive one, to confiscate it. Only BigLasers.com offers the widest selection of FDA-approved and 100% legal laser pointers to own, operate and locate in the United States. My favorite Zeus Laser Pointers: Zeus X, Zeus Ocean, Zeus Pro But if you`re wondering if your standard laser pointer pen is illegal, then no, it`s not.

However, there are many illegal laser pointers available online if you stick to the standard made in the US or Europe, which have pretty strict limits compared to the rest of the world. The most common safety features are the key switch, delayed intervention, LED indicator and safety locks. Not all lasers combine these technically required properties and should therefore be avoided. Technologies such as the SmartSwitch or MiniLock are legal, regardless of performance or color, and have been approved by the FDA. However, lasers with these functions are only available from a single US source. It is also strictly forbidden for a person to provide false proof of age or identity in order to obtain a laser pointer. My favorite laser pointers from Wicked Lasers: S3 Krypton, S3 Arctic, S3 Inferno Given the importance of using laser pointers responsibly, the laws do not allow people under the age of 18 to use laser pointers. Class 3 has two levels: 3R and 3B.

Class 3R lasers have powers between 1 and 5 mW. They have a low risk of damaging the eyes and are not dangerous. Finally, the safe use of all types of lasers is recommended, regardless of where and regardless of their power, so as not to harm anyone. There have been several incidents where the irresponsible use of laser pointers has resulted in accidents. With modern technology, lasers are becoming more powerful than ever. It`s not hard to see why so many of us laser enthusiasts consider jet lasers to be our bible. There is still a lot of confusion because a laser pointer pen must be 5 mW or less to be sold as a laser pointer. This means you can order and use powerful laser pointers (safety first, always!) without legal hassle.

The legal responsibility rests entirely with the manufacturers and sellers of the devices. Please note, however, that this is a very rough summary of laser laws. However, this statement applies to the ownership of all laser pointers, with the exception of helium-neon (HeNe) laser pointers, which have a power limit of 5 mW. These lasers are classified as Class 2 lasers because they can cause eye damage. That said, you should never use a laser (no matter how weak) to hurt anyone. Keep in mind that this is illegal in almost every country. Technically, I understand where the FDA comes from in its specificity. The term “pointer” directly implies that you`re going to point your laser at something you don`t want to do if your laser pointer is particularly powerful. In light of all these stories, lawmakers passed a law banning the sale or distribution of laser pointers to anyone under the age of 18. Class 2 lasers have powers of less than 1 mW.

They are more powerful than Class 1 and emit visible laser light. If you mean the brightest, then the strongest laser color is green. It is expressly stated that no person shall knowingly sell or trade a laser pointer to a minor, i.e. a person under 18 years of age. However, it is illegal to sell laser products with a power greater than 5 mW when they are marked as “laser pointers” or marketed for pointing purposes. These devices are legally considered non-compliant or reported illegally. And their clues are always very special to me. The S3 series, for example. Legendary stuff.

As mentioned earlier, these lasers can damage the eyes, burn the skin, and even cause fire hazards if not used properly. Despite the fact that laws and regulations regarding the safety of laser devices vary from country to country, there are certain rules that exist in almost every country in the world. However, to ensure the safe use of laser pointers, there are certain rules and regulations for American consumers. In most countries, the permissible powers for lasers used by the public must not exceed 5 mW. In Europe and the UK, it`s even less, as lasers are only legal up to 1mW. Ordained by the Mayor and Council of the City of Ocean City, Cape May, State of New Jersey as follows:Section 1.Chapter IV, “Police Regulations”, is hereby amended to include:Purpose: Ocean City is a coastal community surrounded by waters traversed by ships of all kinds. In addition, Ocean City has an airport frequented by planes and helicopters. Every year, Ocean City witnesses incidents where a ship, plane or helicopter is illegally attacked with a laser pointer used in Ocean City and often purchased from Ocean City. The illegal use of laser pointers creates risks and dangers for those affected by the laser beam, as well as for the citizens of Ocean City. Ocean City has a vested interest in prohibiting the sale of these devices to prevent their illegal use.4-40 The possession and sale of laser pointers is prohibited.

After 22 years, you see that saying no just means knowing what you want and understanding how to avoid things you don`t want, and that, my friends, is what adults do. 2. In European Union texts, we often find that this means `explaining` or `providing evidence`. In a broader sense, particularly in working papers, we also find that “justification(s)” are used as “supporting document(s)”. In the following example, the author uses “justification” for “evidence”, whereas from the current wording we would understand something like “The French government was unable to provide one (or even an apology)”.

Classifying urban areas by population density is fine, but what about industrial areas, don`t they count as urban areas? In addition, the built-up area per capita is closely linked to a country`s income and will distort the share of the population in cities and rural areas. To show this, we defined cities as cells of 250 by 250 meters that are built at least 50%, and rural areas as cells built at less than 25%. These thresholds are used in several built-up area definitions for urban and rural areas. The application of the degree of urbanization to the GHS-POP global population network results in an estimated share of the rural population in 2015 at 24%, which is significantly lower than the 46% based on national definitions (Figure 4). The main reason for this difference is that 12 large countries classify cities as rural areas. China and India account for half of the difference in the rural population. China`s definition makes it clear that cities and small towns are not considered urban because they use a threshold of 100,000 inhabitants for urban areas. India uses a threshold of 5,000 inhabitants but combines it with other criteria, so most cities are classified as rural. 10 other countries account for 30% of this difference: Bangladesh, Democratic Republic of Congo, Egypt, Ethiopia, Indonesia, Nigeria, Pakistan, Sudan, Uganda and Vietnam.

In short, 12 countries account for three-quarters of the difference in rural population shares. Thirty-seven countries have a national definition of urban area that includes a maximum share of employment in agriculture. These countries are mainly located in Africa and Asia. However, the share of employment in agriculture varies considerably from country to country and according to level of development. In high-income countries, it is 3 percent compared to 63 percent in low-income countries (Chart 5). The inclusion of such a criterion in a comprehensive definition would lead to entire countries becoming rural or urban, which would constitute a barrier to comparison. In addition, this share is rapidly decreasing. In 2000, agriculture accounted for 40 per cent of world employment.

By 2018, it had fallen to 28%. Therefore, the inclusion of this criterion would also reduce comparability over time. Some scientists have argued for the use of relative thresholds to define urban and rural areas. This could mean, for example, identifying the 10 most urbanized areas of a country. However, a comprehensive definition should ensure a high degree of spatial and temporal comparability. Comparing the 10 most urbanized areas of one country with the 10 most urbanized areas of another country does not guarantee that these areas have the same degree of urbanization. The degree of urbanization in the world is increasing, but a relative threshold cannot account for it either. As a result, relative thresholds do not allow for good comparability across space and time. Thank you very much for the very informative blog and the exciting arguments. I found the proposed methodology simple and attractive, but in order for it to be accepted more widely, I believe that we also need to ensure its relevance from the point of view of national decision-makers.

In Egypt, for example, according to the proposed methodology, most desert settlements declared as cities are reclassified into villages. It would be correct if we neglected the role that these settlements play in relation to the surrounding settlements, which depend on them for the provision of essential urban services – such as secondary schools or general or specialist hospitals. The inclusion of a criterion that takes into account the “urban area” may be relevant. Institutions could be called cities or municipalities if they are the only urban service providers to their neighbouring municipalities within a 15 or 30 km radius, even if they are not eligible for the proposed population and density measures. I welcome this new approach with great interest. In fact, its simplicity is its strength. Population and density are concepts that can be understood and used worldwide. As you make clear, this increases transparency and allows for a much more effective international monitoring process. However, what we gain on one side, we lose on the other.
