(Ottawa) The mayor`s office and senior City of Ottawa officials knew that at least 10,000 people were preparing to stay in the federal capital until three months before the first members of the “freedom convoy” arrived. Instead, the police department was expecting a four-day protest of a few thousand people, and no contingency plan had been prepared.
